Russia FAQ: Address registration via Public Services portal

As we receive questions on performing migration registration of foreigners online through the Public Services portal (“Gosuslugi”), we would like to offer you answers to the most common ones.

 
Question 1: Does the online registration work in practice?

Answer:

Yes, the service for registering a foreigner at the address of stay by the host party is currently available on the Public Services portal.

For legal entities, its use is complicated by the need to use a legal entity account and an enhanced qualified electronic signature (UKEP), and currently we are not ready to confirm the practical availability of the service for legal entities.

Individuals, in contrast, just need to have a confirmed account on Public Services, so they may sometimes regard this option as a convenient alternative to a personal visit to the local migration office or the multifunctional center.

Question 2: In which cases the online registration is applicable?

Answer:

The host party may file the address registration application via the Public Services upon arrival of a foreign national to the provided accommodation – either from abroad or from another place of stay within Russia, also in case this foreign national has already been registered at another address during the current stay in the country.

The online application is NOT allowed in case of performing corrections to an already existing address registration or extending the validity term of such a registration without changing the registered address of stay.


Question 3: Which document confirms the online registration? Can it be used for filing various applications to migration authorities?

Answer:

In case the application is accepted, an electronic tear-off part of the notification of arrival will be delivered to the personal account of the host party. It must then be transferred to a foreign citizen in printed form.

Such a document is equivalent to the one obtained through an in-person application, and the MIA bodies can check its validity. In this regard, it can be presented for filing various applications with migration authorities, including work visas, temporary or permanent residence permits.

NB! In October 2023, amendments will come into force that will allow foreign nationals to file registration requests through Public Services on their own in some situations. We will offer you an overview of these amendments after receiving additional clarifications from the migration authorities.
